GS-12: $101,401 - $131,826
GS-11: $84,601 - $109,975 Duties
- You will serve as an Astronomer, Earth Orientation Department (N3EO), US Navy Observatory (USNO), Washington, DC.
- You will perform daily determination of earth orientation parameters using state-of-the-art methods in software analysis.
- You will use complex algorithms to estimate GPS satellite orbits, receiver-and satellite-clock corrections, positions of the earth's rotation pole, UTl values, and other related quantities from GPS and GNSS measurements.
- You will validate that existing algorithms and inputs that are currently in use at USNO produce accurate estimates with a focus on GNSS estimates.
- You will design, code, test, and implement required computer programs, and evaluate/update existing programs.
- You will write and present scientific/technical material to audiences and standard operating procedures.
- You will develop and maintain knowledge in celestial mechanics, orbit determination, geodesy, geophysics, time series analysis, statistics, data analysis software, and computer programming/software design.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- The incumbent may be required to complete a Security+ training certification in order to carry out Scientific Computer Systems duties. The incumbent should have or should be able to obtain within 4 months of starting the position.
- Occasional evening/weekend work is required.
- You may be required to lift and move approximately 30 pounds.
- You will be required to obtain and maintain a U.S. Passport.
- This is a bargaining unit position.
- MSP/PPP applicants must currently hold the required security clearance.
Qualifications
GS-12: IN ADDITION TO THE BASIC EDUCATION REQUIREMENTS your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience applying a technical knowledge in celestial mechanics, orbit determination, geodesy, geophysics, time series analysis, statistics, data analysis software, and computer programming/software design.
- Experience analyzing GPS or GNSS signals or processing outputs.
- Experience utilizing software that uses complex algorithms to estimate GPS and GNSS satellite orbits, receiver-and satellite-clock corrections, positions of the earth's rotation pole, UT1 values, and other related quantities from GPS or GNSS measurements.
- Experience utilizing high level computer languages such as FORTRAN, C, C++, and python. Must be capable of understanding and using LINUX computer systems with minimum delay.
- Experience documenting technical notes, preparing scientific papers, and presenting the results of research at scientific meetings.

- Experience utilizing high level computer languages such as FORTRAN, C, C++, and python. Must be capable of understanding and using LINUX computer systems with minimum delay.
- Experience documenting technical notes, preparing scientific papers, and presenting the results of research at scientific meetings.
